I had heard this proverb but until I was considering illustrating it, I couldn't quite make sense of it. But since it included sheep, it was worth a bit of research!
It is similar to "In for a dime, in for a dollar." In historic eras in England, regardless of what you stole, you would be hanged. Hence, you might as well steal something REALLY valuable (like a big fat woolly sheep) rather than a little scrawny one (or, heaven forbid, a GOAT!) that might never amount to anything.
So another meaning becomes: if you're going to take a risk, let it be for something worthwhile.
